Akufo-Addo extends ban on public gatherings by two weeks

President Nana Addo Dankwa Akufo-Addo has extended the ban on public gatherings by two more weeks.

The extension takes effect Monday, April 27, 2020, at 1:00 am.

The President made the announcement in his eighth address to the nation on the outbreak of the novel coronavirus in the country on Sunday, April 26, 2020.

In announcing the update, the President said:“The strong consensus…is that the existing measures must be maintained for now until we have a firm grip on the spread of the virus. The consensus is supported by data and science and I am also very much of this view…I have by executive instrument extended by two weeks the ban on public gatherings effective tomorrow, Monday, 1:00 am, April 27, 2020.”

Ghana’s case count of the coronavirus has shot up to 1,550.This comes after 271 more persons tested positive for the virus.

Additional 21 persons infected with the COVID-19 virus have recovered.Total recoveries in Ghana stands at 155.

Meanwhile, the number of fatalities is swelling up as one more person has died bringing the total deaths to 11.

Parliament approves Okoe-Boye’s nomination as deputy Health Minister

The Parliament of Ghana has by unanimous decision approved the nomination of the Member of Parliament (MP) for Ledzokuku, Dr. Bernard Okoe-Boye, as Deputy Minister for Health.

Joe Osei Owusu (MP), a First Deputy Speaker of Parliament, on Friday presented to the House, a report of the Appointments Committee of Parliament requesting his approval.

The request did not receive any dissenting view from any member at the plenary sitting.

The lawmakers from both sides of the House unanimously approved Dr. Okoe-Boye’s nomination for the position of deputy Minister of Health.

He stepped into the shoes of Hon. Alexander Kodwo Kom Abban, who has been reassigned to the Ministry of Communication as a deputy Minister.

The 38-year-old medical professional was nominated as deputy Minister earlier this month by President Akufo-Addo.

His appointment by President Akufo-Addo has been described by many as crucial as Ghana battles the spread of the Coronavirus pandemic.

He was vetted by the Appointments Committee of Parliament on Wednesday, April 15, 2020 after which Parliament was recalled from suspension to approve his nomination.

The Speaker of Parliament, Rt. Hon. Prof. Aaron Michael Oquaye congratulated Dr Okoe-Boye after the House approved his appointment.

Finance Minister to brief Parliament on impact of COVID-19 on Ghanaian economy

The Minister of Finance, Ken Ofori-Atta, is expected to be in Parliament on Monday, March 30, 2020, to brief Members on the impact of the coronavirus (COVID-19) pandemic on the Ghanaian economy.

The briefing, www.politicoghana.com understands, will mainly focus on Government’s COVID-19 Alleviation Program that seeks to minimize the adverse impacts of the coronavirus on the local economy.

Mr. Ofori-Atta, per available  information to this portal, will seek approval from the House to enable the government to implement the said COVID-19 Alleviation Program.

The President of the Republic of Ghana, Nana Addo Dankwa Akufo-Addo, in his fourth address to the nation amidst the coronavirus pandemic, announced strategies to curb the spread of the virus as well as a relief package of at least GHS1billion for households and businesses, particularly, small and medium scale enterprises.

“The Minister of Finance has been directed by me to prepare, for approval by Parliament, a coronavirus Alleviation Program to address the disruption of our people, and to rescue and revitalize our industries”, the President noted.

 

 

Meridian Group donates sanitary items worth GH₵400k to Transport Ministry to combat spread of COVID-19

The Meridian Group of Companies have presented sanitary items worth GH₵400,000.00 to the Ministry of Transport to assist it in the fight against the spread of the coronavirus (COVID-19) pandemic.

The gesture, according to company officials, forms part of the Group’s corporate social responsibility, especially, at a time when the world, including Ghana, is battling the COVID-19 which has so far affected 617,084 people and claimed 28, 376 lives.

Among the items are Veronica buckets, hand sanitizers, nose masks, hand gloves, Dettol, tissue paper, liquid soaps, and plastic bowls among others.

The Chief Executive Officer of Meridian Group of Companies, Charles Addo, who presented the sanitary items to the Ministry of Transport, at a short ceremony in Accra on Saturday, March 28, 2020, said he was touched by the challenges the country was going through as a result of the coronavirus pandemic.

He appealed to corporate bodies, churches, and like-minded Ghanaians to also make some donations no matter how small or big it is to help the government to prevent the spread of the coronavirus in the country.

“What is happening in the world has affected everybody. If you look at America and how much they are worth, they are even suffering; go to Europe, they are suffering; if you go to China, they are suffering; all the rich nations are suffering. Then you come to think about Ghana which is a developing nation. So, you could clearly see that we are also suffering. Most of the time, when disaster befalls on us, we all turn to government believing that it has all the resources to solve it. But what is happening to us now is greater than any government in the world, including our own Ghanaian government. The President has told us that he has earmarked US$100,000.00 to help fight this virus. I am representing the private sector and making this appeal to all like-mined people to also contribute our widow’s mite to assist the President in the fight against the coronavirus pandemic”, he noted.

He added “If you are a rich man, and you have made a lot of savings at the Bank and you cannot even enjoy the money or do business with the money or even travel outside the country and trade with it or invest it in some business but rather go about roaming in your balcony or room everyday then what is the essence of making that money? If you don’t contribute towards a worthy course like this, then what is the essence or use of that money? If you don’t change your attitude, a time will come when there will be no water to even drink because no one will be able to go to work to turn on the taps for us to enjoy potable drinking water. This is the time for us to contribute towards a worthy course”.

The Minister of Transport, Hon. Kwaku Ofori Asiamah, receiving the items on behalf of the Ministry, appealed to commercial transport operators to ensure social distancing during the two weeks lockdown of Accra, Tema and Kumasi.

He also called on Ghanaians who have nothing to do in town to stay at home, stressing that all the protocols outlined in the President’s address to the nation must strictly be adhered to.

“When we adhere to the preventive measures outlined in President Nana Addo Dankwa Akufo-Addo’s address to the nation on Friday, we will all stay without contracting the disease. Our destiny is in our own hands. We need everybody alive”, he posited.

Minister causes arrest of alleged fraudster in Parliament

The Minister of State at the Office of the Vice-President, Hon. Alhaji Boniface Abubakar Sadique, has caused the arrest of an alleged fraudster who has been impersonating him and in the process defrauded tens of unsuspecting Ghanaians under the pretext of securing jobs in the security agencies.

The suspect, Hamza Fuseini, about 6.5ft tall, was arrested at the MPs’ cafeteria and sent to Parliament’s Police Station for interrogation before being transferred to the Ministry’s Police Station for further interrogation.

The man believed to be in his late 50s, hand visited Parliament with the hope of hope of seeking audience with the Minister.

His mission was simple – to identify himself to the Minister and thereafter, confidently present his case as if he is a longtime ally of Hon. Sadique.

However, luck eluded him when the Minister started interrogating him to find out if they had ever met before.

Hamza Fuseini had told Hon. Sadique that he had been speaking to him on phone and that at one instance he recorded him.

Hon. Sadique then became curious and requested that the audio be played to the hearing of all around.

The mood of Hamza Fuseini suddenly changed but at that instance, he had no other option than to play the audio as requested by the Minister.

After playing the audio, he, Hamza Fuseini, got to know that the audio claiming to be that of the voice of the Minister was different from what he had physically experienced from the former Zongo and Inner City Minister himself.

With his diabolical mission now neutralized, Hamza Fuseini was left dejected, confused and started pleading with the Members around to let him go after they had signaled the Police to arrest him.

He was immediately arrested and taken to the Parliament Police Station where he was put behind the counter and later interrogated before transferring the case to the Ministries Police Station.

Hon. Sadique then followed up to the Police Station where his statement was statement was taken.

Hamza Fuseini is believed to be a member of a syndicate operating mostly in Kumasi and its environs duping unsuspecting people using a cloned picture of the Minister of State at the Office of the Vice-President.

Hamza Fuseini is reported to have taken GH₵200.00 each from a group of three, GH₵350.00 each from a group of four while each member from another group is said to have paid GH₵530, GH₵580 and GH₵380 respectively.

The money was paid into an MTN Mobile Money account holder with the name Desmond Baffour.

Hon. Sadique in an interaction with kasapafmonline.com moments after the arrest of Hamza Fuseini on Tuesday, March 24, 2020, said he suspects some of Fuseini’s victims were pursuing him since they weren’t getting the results promised them.

“I’m sure the people were pursuing him because he cannot get them their results. Then he had to rush to Accra as if he had come to me so that when he comes, I will talk to the people. He went to my house in Madina. Could you believe that he went to my old house that I no longer stay there? Have converted that house into an office. And when he didn’t get me there, I don’t know how he got my cousin’s number, then he went to him. When they started interrogating him, he got confused and said that I gave him that opportunity and that he is coming to get more clearance”, he noted.

“He added “This is something that we must let the public know that hey if anybody comes to you and tries to take some money from you in our name, try and get in touch with us direct. Today, I’m in Parliament – Minister and then I want to help somebody and I will say come and pay GH₵200 or GH₵350 or GH₵ 500. How much will I get out of it? This is a service to the nation and people should not demonized us before the public by cloning our pictures and using it to dupe unsuspecting Ghanaians”.

COVID-19: Confirmed cases in Ghana hit six

Confirmed cases of the coronavirus in Ghana has risen to six (6) from an initial two recorded last Thursday, March 12, 2020, the Ministry of Information has announced.

The announcement was made a press conference, Sunday, in Accra.

Health officials from the Ministry of Health led the briefing exercise, noting that “all the confirmed cases were imported into the country”.

The Director of Public Health, Dr Badu-Sarkodie, who led the team of health officials from the Ministry of Health said of the additional four confirmed cases, the first had to do with a 56-year-old Ghanaian who returned from a trip in the United Kingdom on the March 4, 2020.

“He stayed in the UK for 10 days. He developed symptoms on the 12th of March and reported to a health facility in Obuasi. Samples were taken from him and taken to the Kumasi Center for collaborative Research and the results returned positive”, said Dr. Sarkodie.

The second, he noted, is a woman, and a student.

According to him, the said woman travelled to the United States of America, stayed there for about 10 days and returned to Ghana on the 10th of March.

The symptoms, he added, the began showing on March 13, 2020 which was later confirmed to be suspected COVID-19.

“Samples were taken to Noguchi Memorial Medical Research Institute and emerged positive”, he narrated.

The fifth and sixth cases, he added, were recorded on Saturday, late in the afternoon, from the Noguchi Memorial Medical Research.

According to Dr. Sarkodie, the first is a 42-year-old Ghanaian male who returned to Ghana on the March 8, 2020.

He had travelled to Switzerland and UK in the past 14 days.

“Symptoms started on the March 13, 2020 and he reported to the health facility on March 14. After samples were tested, it was confirmed positive. The second case in this batch was a 41-year-old Ghanaian male. He reported to the Tema General Hospital on the 14th of March with fever and acute respiratory illness. He had travelled to Turkey and Germany within the past 14 days. Results from Noguchi came back positive. Both cases had no symptoms on arrival”, Dr. Sarkodie explained.

The medical health expert, however, assured that all four cases are stable and under observation.

“They are receiving treatment under isolation conditions”, he noted.

Ghana, Norway pledge to deepen co-operation ties

The Republic of Ghana and the Kingdom of Norway have pledged to deepen ties of co-operation that exist between them, after leaders of the two countries, President Akufo-Addo and Prime Minister Erna Solberg, held bilateral talks between them on Monday, 24th February, 2020.

At a joint press conference addressed by the two leaders, following President Akufo-Addo’s official visit to Norway, the Ghanaian leader stated that the purpose of his visit was aimed at reinforcing the strong ties of friendship and co-operation that already exist between the two countries.

The President expressed the appreciation of the Ghanaian people to the Norwegian Prime Minister and her government and people for the considerable support they have offered Ghana through various interventions, such as the “Oil for Development Programme”, which has been running successfully for more than a decade, and has enhanced Ghana’s capacity to manage her petroleum resources.

He also indicated that the “Fish for Development” initiative signed by the two countries in May 2019 is having a positive impact on the management of Ghana’s marine resources for the creation of wealth and jobs, particularly in fishing communities, in line with the realisation of SDG No. 14.

Encouraged by the fact that more Norwegian companies are looking to invest in Ghana, symbolized by the presence of oil and gas giant, Aker Energy, President Akufo-Addo stressed that “I wish to assure the more than fifty (50) Norwegian companies operating in our country that my government will continue to try and maintain a conducive investment atmosphere that would not only guarantee the safety of their investments, but also good returns on investments as well.”

Particularly delighted with Norway’s new partner country initiative, which is aimed at ensuring that partner countries become independent of aid in the long term, President Akufo-Addo indicated that “it fits in perfectly with my Government’s vision of a ‘Ghana Beyond Aid’.”

Having created a conducive economic environment in the country, the President urged more Norwegian companies to invest in Ghana, and was hopeful that more Ghanaian companies will also take up the offer to invest in Norway.

On her part, the Norwegian Prime Minister, Erna Solberg, commended President Akufo-Addo on the work he has undertaken, so far, as co-Chair of Eminent Advocates of the Sustainable Development Goals.

Describing Ghana as “one of our closest partners in Africa”, Prime Minister Solberg indicated that Norway is determined to deepen her bilateral relations with Ghana, and, thereby, help improve the living standards of their respective populations.

Earlier in the day, President Akufo-Addo paid a courtesy call on Tone Wilhelmsen Trøen, the current President of the Storting, the supreme legislature of Norway.

The Crown Prince of Norway, Haakon, who has assumed the role of Regent, also hosted the President to an official lunch at the Royal Palace.

SONA: NDC MPs boycott Akufo-Addo

Members of Parliament (MPs) belonging to the National Democratic Congress (NDC), Thursday, walked out of Parliament moments the President of the Republic of Ghana, Nana Addo Dankwa Akufo-Addo walked in to deliver a message on the State of the Nation.

The boycott of the President’s message on the State of the Nation, according to the NDC MPs, is in protest over what they described as “Oppressor’s rule”.

Dressed in black attire, the NDC MPs walked out immediately the National Anthem was sang with the group repeating a stanza in the anthem that states that “…and help to resist oppressor’s rule”, an action that made the President uncomfortable.

The NDC MPs had earlier served notice that they will boycott the President’s address on the State of the Nation with a reason that they had not received their share of the Common Fund released for the various Assemblies for the third quarter of 2019.

Article 67 mandates the President to at the beginning of each session of Parliament and before the dissolution of Parliament, deliver to Parliament a message on the state of the nation.

Today’s address marks the last of his four-year mandate as the nation heads off to another election in December.

President Akufo-Addo is expected to itemize sector by sector the general health condition of the country and outline policies and programmes to facilitate the country’s socio-economic development in his second State of the Nation Address.

Martin Amidu to fish out Government Officials complicit in Airbus saga

The Office of the Special Prosecutor (OSP) headed by Mr. Martin Amidu, has been tasked by the President of the Republic to conduct a prompt inquiry to determine the complicity or otherwise of any Ghanaian government official, past or present, involved in the massive corruption scandal that has rocked Airbus SE.

The OSP is to take the necessary legal action against any Ghanaian government official, as required by Ghanaian law.

They are to work with their United Kingdom (UK) counterparts in this exercise as directed by the President Nana Addo Dankwa Akufo-Addo, a statement released by the Presidency dated February 2, 2020 and signed by its Director of Communications, Eugene Arhin, has said.

The action of the President was triggered by a January 31, 2020 judgment of the Crown Court at Southwark, in the UK, between the Director of the Serious Fraud Office and Airbus SE, in which the European multinational aerospace corporation has been fined US$3.9billion for the payment of bribes to secure deals in five countries, including Ghana.

According to the Statement of Facts in the case, between 2009 and 2015, “a number of Airbus employees made or promised success based commission payments of approximately €5million to Intermediary 5”, who is said to be “close relative of a high ranking elected Ghanaian Government official (Government Official 1)”

Significantly, “Government Official 1 was a key decision maker in respect of Government of Ghana aircraft orders”.

The payments to Intermediary 5 by officials of Airbus SE were, thus, “intended to induce or reward improper favour by Government Official 1” over the purchase of three (3) C-295 military transport aircrafts.

According to the Statement of Facts, out of the €5million promised Intermediary 5, €3.85million was paid between March 2012 and February 2014.

Airbus paid no bribes in c-295 aircraft purchase under NDC – Fmr A-G

A former Minister of Justice and Attorney-General, Marietta Brew Appiah-Oppong, says aircraft manufacturer, Airbus SE, paid no bribes to some senior government officials in the acquisition of c-295 military aircrafts during the Mills-Mahama regime.

Airbus SE has admitted in a UK court that it paid bribes to officials in some five countries including Ghana between 2009 and 2015 have ignited rumours in Ghana.

A section of the public has dared the NDC which was governing at that time to respond to the claims.

But in a statement, the former Minister of Justice and Attorney-General and Minister said the media has misrepresented facts as happened in the court.

“Our attention has been drawn to media reports about a Deferred Prosecution Agreement (DPA) entered between Airbus SE and the United Kingdom Serious Fraud Office in respect of the practice of Airbus SE in paying commission to its agents and the use of those commissions. The reports alleging that Airbus SE paid bribes during the administration of President John Evans Atta Mills and John Dramani Mahama are false, misleading and do not reflect the Approved Judgment.

“Indeed, the Approved Judgment of the Crown Court of Southwark approving the DPA between Airbus and the UK Serious Fraud Office does not allege that any payment was made by Airbus to any Ghanaian Government official,” the statement said.

It added: “It is therefore a gross distortion for the media to conclude that officials of the Ghana Government between 2009 and 2015 were bribed or paid any commissions by Airbus for the acquisition of the Casa C-295 aircrafts”.

Akufo-Addo begins Savannah, Upper West Regions tour today

The President of the Republic, Nana Addo Dankwa Akufo-Addo, will on Monday, February 3, 2020, begin a two-day working tour of the Savannah and Upper West Regions.

Per his schedule, he will first on Monday, pay courtesy calls on traditional rulers in Kpembe, following which he will inspect the rehabilitation works on the Salaga Water System and attend a durbar of chiefs and the people of Salaga North.

The President will also inspect the Tamale-Salaga-Mankango road the Bunjal-Fulfulso road.

A statement released by the Ministry of Information, Sunday, February 2, 2020, signed by the deputy Minister, Pius Enam-Hadzide, said President Akufo-Addo will be in Wa, capital of the Upper West Region, on Tuesday, February 4, 2020, where he is also expected to pay courtesy calls on the Wa Naa and the new Regional Chief Imam.

After calling on the Wa Naa and the new Regional Chief Imam, the President will then move to inspect ongoing construction of a multi-purpose Youth Resource Center in Wa and cut sod for phase II of the solar power project.

The President is also expected to inspect ongoing construction of some roads in Nandom before returning to Accra.

“These Regional tours by the President are aimed at bringing Governance closer to the people and affords the President an opportunity to interact with and listen at first hand to the people. The President also seizes the opportunity to observe for himself progress of work on the ground”, the statement in part read.

Explosive: Airbus confesses sharing bribes in Ghana as £3bn corruption fine bites

Aircraft manufacturer, Airbus, has confessed to paying bribes in Ghana and other countries between 2011 and 2015 in a corruption investigation of its business deals dating back more than a decade.

Court documents obtained by theghanareport.com show that Europe’s largest plane maker has been fined 3 billion pounds for greasing the palms of public officials and fixers over a string of hidden payments as part of a pattern of worldwide corruption to facilitate the sales of its wares.

According to The Guardian, the “planemaker agreed to pay the penalties on Friday after reaching settlements with investigators in the UK, France, and the US to end inquiries that started four years ago.”

The UK-based newspaper reports on the outcome of the UK’s Serious Fraud Office (SFO) investigation that “Allison Clare, for the SFO, told the court the company had paid bribes in Malaysia, Sri Lanka, Indonesia, Taiwan and Ghana between 2011 and 2015.”

The company is reported to have “used a network of secret agents to pay large-scale backhanders to officials in foreign countries to land high-value contracts.”

Documents filed by US prosecutors alleged that Airbus used marketing team that had a $300 million annual budget to finance bribes and win aircraft sales in a number of countries around the globe.

Ghana between 2011 and 2015 acquired three Airbus C295 from the company as part of an effort to augment and modernise the fleet of the Ghana Armed Forces.

The first order of the military aeroplane arrived in Ghana on  November 17, 2011, followed by a second on March 19, 2012. The last order came in on December 4, 2015.

In November 2014, President John Dramani Mahama announced that Ghana would acquire an additional C295, in addition to other aircraft, including five Super Tucanos, Mi-17s and four Z-9s.

Ghana is said to have spent about $150 million on the three aircraft. One of them recently overshot its runway. The Defence Ministry explained that the accident happened because the aircraft had not gone for its scheduled maintenance.

In Ghana, Airbus is accused of hiring and disguising payments to a close relative of a government official with no aerospace experience in connection with a sale of military transport planes, the UK’s SFO investigations revealed.

Prosecution’s case on Ghana

The UK prosecutor’s case against Airbus was that between 1 July 2011 and 1 June 2015 Airbus SE  failed to prevent persons associated with the company from bribing others concerned with the purchase of military transport aircraft by the government of Ghana.

The bribery, the document said was intended to obtain or retain business or advantage in the conduct of business for Airbus.

According to the court document between 2009 and 2015 an Airbus defence company engaged an unnamed person, only identified as Intermediary 5, a close relative of a high ranking elected Ghana government official (also not named but referred to as Government Official 1), as its business partner in respect of the proposed sale of three aircraft to the government of Ghana.

“A number of ofAirbus employees knew that Intermediary five was a close relative of Government Official 1, a key decision-maker in respect of the sales.

However, “a number of Airbus employees made or promised success based commission payments of approximately €5 million to Intermediary 5.

“False documentation was created by or with the agreement of Airbus employees in order to support and disguise these payments. The payments were intended to induce or reward improper favour by the Government Official 1towards Airbus,” the document suggests.

The Airbus agreement with the United Kingdom, France and the United States of America is effectively a plea bargain that insulates the company from criminal prosecution that would have banned it from bidding for public contracts in the US and the European Union.

The fine is said to be the biggest corporate fine for bribery and will be shared among France, UK and the United States, the three countries that have worked on the investigation.

Airbus, which is also a military supplier was slapped with five charges under the UK’s Bribery Act over allegations that it failed to prevent firms from being offered financial incentives to buy planes and other equipment.
